In a gritty, crime-ridden city, a group of homeless assassins operate under the name "Smoking." They seek a higher justice, but their methods are brutal - they flay their human targets and deliver the tattooed skins as proof of a contract fulfilled. Their clients pay handsomely for the service, but the true cost is the loss of innocent life. The assassins are a law unto themselves, but who will bring them to justice?
